Raffle Procedure

License
- Absolutely no raffle ticket sales or draws are to take place without first obtaining a license.
- To request a raffle license, complete the Tournament Raffle License Request form at least 5 business days prior to your raffle. The raffle license will be obtained by the CRMHA Gaming Coordinator.
- Liquor, live animals, cannabis and firearms must not be offered as prizes (however these prizes can be offered as part of a silent auction, which doesn't require a charitable gaming license)
- The gaming license must be posted in the arena during the gaming event.
Tickets
- An electronic document (pdf) containing your raffle tickets will be provided by the Gaming Coordinator once your license is granted.
- You will be responsible for printing (on legal paper) and uniformly cutting the strips of 10 tickets.
- Every ticket must have a unique serial number. A strip of ten tickets might contain tickets #0001 to #0010.
- Tickets will be sold according to the license details.
Selling & Purchasing
- Minors are permitted to sell tickets
- Minors may purchase tickets if:
- The minor is 13 years of age or older; or
- Accompanied by an adult who is the minor’s parent or guardian and consents to the sale
- If a winning ticket bears a minor’s name, the prize will be lawfully delivered to the minor’s parent, legal guardian, or trustee
- Minors must not participate in any events where a licensee plans to award non- restricted firearms, liquor and/or cannabis gift cards as a prize. Refer to Firearm, Liquor and Cannabis Exceptions for more information
- The people responsible for the operation of the raffle are notpermitted to purchase tickets.
- CRMHA Board members are not permitted to purchase tickets
- Sell the tickets sequentially according to their serial numbers
- When sold, record the purchaser's information on the Raffle Ticket Control Sheet that was provided by the Gaming Coordinator.
Drawing
- You must draw tickets at the time specified on the license.
- Ensure each sold ticket is included in the draw.
- Draw the ticket in a public place.
- Immediately before the draw, the counterfoils must be mixed thoroughly in a random manner.
- The person responsible for selecting winning counterfoil must:
- Not own a ticket in the draw.
- Not wear jewelry or clothing on the arm reaching into the container. The arm must be bare from the elbow to the hand.
- Not be able to see the printed information on counterfoils in the container.
- Draw out one ticket from each prize bucket and record the ticket serial number and the person’s name, address and phone number on the prize winners control sheet.
- Give the winner the prize and have them verify their full name and contact info and sign the prize winners control sheet.
- The prize winners control sheet must be signed by 2 volunteers.
- Staple the winning ticket to the back of the prize control sheet.
- Tournaments* Tournament volunteers/organizers are to pre-determine draw and re-draw schedule for each raffle. Must print and post the draw and re-draw schedule for public viewing.
- Post the winning ticket # on draw schedule during Tournaments
Reconciliation
- Complete the Raffle Reconciliation Sheet. The reconciliation sheet must be verified and signed by 2 volunteers.
- Take a photo of the Reconciliation sheet and email it to gaming@crmha.ca
- Seal the cash, the reconciliation sheet, and the prize control sheet in an envelope or bag labeled with the date and time of the draw and your division/team’s name. The reconciliation sheet and prize control sheets must be retained for gaming records.
- Seal all sold tickets in a plastic Ziploc bag or large envelope and label with the date and time of the draw and your division/team’s name.
- Seal all unsold tickets in a separate bag.
- These tickets must be retained for gaming records. Do not throw out any tickets - sold or unsold.
Unclaimed Prizes
- All unclaimed raffle prizes must be retained for a period of one year.
- Winners will be contacted, and arrangements made to get the prize to the winner.
